FULBRIGHT SENIOR SPECIALIST PROGRAM • 2001

The Polish - U.S. Fulbright Commission is pleased to announce inauguration of the FULBRIGHT SENIOR SPECIALIST PROGRAM. The new program is designed as a shorter-term complement to the traditional Fulbright Senior Scholar Program and will provide U.S. academic experts to overseas institutions for 2 to 6 weeks in response to university requests forwarded to Fulbright Commissions. The Fulbright Senior Specialist Program, funded by the U.S. Department of State and administered by Fulbright Commissions and the Council for International Exchange of Scholars, will be available for programming throughout the calendar year of 2001. The primary goals of the new program are to increase the number of leading U.S. scholars in Fulbright academic exchanges; to encourage new activities that go beyond the traditional Fulbright activities of lecturing and research; to promote increased connections between U.S. and overseas academic institutions in the Fulbright context.

The Polish - U.S. Fulbright Commission invites Polish schools of higher education to submit requests for Fulbright Senior Specialists (by name or by field of specialization) to undertake the following kinds of activities, over a two to six-week period at one or more academic institutions:
• Participate in or lead seminars or workshops
• Conduct needs assessments, surveys, institutional or programmatic research
• Take part in specialized academic programs and conferences
• Consult with administrators and instructors of post-secondary institutions on faculty development
• Develop and/or assess academic curricula or educational materials
• Conduct teacher-training programs at the tertiary level.

During the first year of the new program, requests will be accepted and academic experts will be recruited for the following fields (Please note that Fulbright Senior Specialists will principally come from academic backgrounds. Participating professionals will generally be limited to the fields of art., journalism and law):
Anthropology & Archaeology, Library Science, Business Administration, Political Science & Public Administration, Communications & Journalism, Sociology & Social Work, Economics, U.S. Studies (Art, Art History, Dance, History, Literature Music, Popular Culture & Theater), Education, Environmental Science, Information Technology, Urban Planning, Law.

Costs for the Fulbright Senior Specialist program will be shared by the U.S. Department of State (international travel and a daily honorarium) and the host institution (per diem: lodging, meals, and in-country travel). In cases where a host institution is unable to cover its full share of program costs, the Fulbright Commission may use its own funds to complete the cost-share with the Department of State.

Fulbright Senior Specialist Roster

The Fulbright Senior Specialist Program differs from the traditional Fulbright Scholar competition in that the Council for International Exchange of Scholars (CIES) will build rosters of specialists in a variety of fields through an open application process. Applicants recommended by specialist peer review committees and approved by the J, William Fulbright Foreign Scholarship Board will become candidates for Fulbright Senior Specialist awards. As countries request Fulbright Senior Specialists through their local Fulbright Commission, candidates will be matched with appropriate programs. When a request is received, Fulbright Senior Specialist candidates will be contacted to ascertain their availability for final consideration.

DEADLINES: March 31, 2001 The Fulbright Commission's Selection Committee will review and rank the applications. The best proposals will be forwarded to the Department of State and CIES for review and final decisions. This is a pilot period for the program. The number of projects funded during the current calendar year 2001 will be limited, based on a compressed program year and available funding.

2002–2003 FULBRIGHT ADVANCED RESEARCH GRANTS

The Polish - U.S. Fulbright Commission is pleased to announce a competition for 2002-2003 Fulbright Advanced Research Grants. The Fulbright-Hays Act of 1946 has as its purpose "to enable the government of the United States to increase mutual understanding between the people of the United States and the people of other countries." It does this through grants to U.S. citizens and nationals of other countries for a variety of educational activities, primarily university teaching, advanced research, and graduate study.
     The Polish - U.S. Fulbright Commission invites faculty members, at both pre- and post-doctoral levels, at Polish institutions of higher education and research institutions to apply for 12 senior and 12 junior Fulbright Grants for the 2002-2003 academic year for research in the United States.

ELIGIBILITY REQUIREMENTS:

1. Applicants must be citizens and residents of Poland at the time of application. Green card holders are not eligible for this program.
2. Applicants for JUNIOR POSITIONS at the time of application must have the M.A./M.Sc./M.D. degree and must be doctoral candidates employed at an institution of higher education or a research institution. Applicants for SENIOR POSITIONS at the time of application must have the doctoral degree or, in case of applicants from schools of film, fine arts, music, or theater, equivalent professional training or experience, and must have an on-going appointment at or above the level of adjunct at an institution of higher education or a research institution. Applicants for senior grants must have a letter of invitation from an accredited U.S. institution of higher education.
3. Applicants must demonstrate proficiency in the English language which is commensurate with the project which they propose to pursue, and which is adequate to adjust to life in the United States.
4. Preference will be given to those who have not had one semester or more at an American institution of higher education in the past five years. Scholars who have studied or conducted research previously in the United States should avoid seeking affiliation at the same institution.

INELIGIBILITY: Anyone who has held a Fulbright grant in a given category is ineligible to apply within this category.

AWARD: The award includes maintenance, health insurance, and round-trip transportation.

TENURE OF FELLOWSHIP: Normally granted for a period of one or two semesters (five or nine months).

APPLICATION DEADLINE: June 08, 2001; for those who have passed screening procedure, interviews will be held in October 2001; final selections in November 2001.

APPLICATION PROCEDURE: All application materials should be submitted to the Commission. A complete application* must be typed and includes:
1. An application form with detailed statement of proposed activity;
2. Three confidential letters of reference sent by referees directly to the Commission;
3 A letter of invitation from an accredited U.S. institution of higher education (seniors);
4. American standard curriculum vitae (including a list of publications);
5. Copy of employment contract (aktualne
